To realize the vision of Viksit India@2047, Government of India announced the 'Employment Linked Incentives' scheme as a part of the "Prime Minister's Employment and Skill Package" in Budget 2024-2025. PM Viksit Bharat Rozgar Yojana 2025 Objective
The Pradhan Mantri Viksit Bharat Rozgar Yojana (hereinafter referred to as the Scheme) has been designed to stimulate employment creation by providing incentives to employees and employers. Its core objective is to promote the generation of sustained additional employment, increase formalization of the workforce and enhance employability. The scheme will provide support to employees and establishments.
Part A of the initiative supports first time employees in their learning curve, by offsetting costs of upskilling, thereby leading to increased productivity and employability. Additionally, the scheme emphasizes financial literacy for first timers, equipping them with essential skills for managing their finances. The incentives under Part B of the Scheme will give impetus to employment generation in all sectors with an additional focus on the Manufacturing Sector. Through these comprehensive measures, the scheme strives to foster a more dynamic, formal and inclusive labour market in India particularly for the Youth.
Support for First-Time Employees
- First-time employees joining an establishment covered under EPFO with a gross wage upto Rs. 1,00,000 per month
- Benefit equivalent to one month wages limited to a maximum of Rs.15000 paid in two installments.
- First installment is paid to the Aadhar seeded bank account of the employee directly on completion of 6 months of service
- The employee needs to complete a financial literacy course as prescribed by EPFO
- After 12 months of service, the second installment is transferred to a savings scheme to be paid to the member at a later date.
Support to Establishments with Focus on Manufacturing
This component of the scheme is designed to boost employment generation, with a special emphasis on the manufacturing sector. It is an establishment-focused initiative that incentivises the creation of sustained employment across all sectors by providing benefits to eligible establishments for a period of two years. The incentive period for the manufacturing sector is additional 2 years, i.e a total of 4 years.
Incentives for First-Time Employees
If you're entering the formal workforce and newly registered with EPFO, the Government of India will support you with a direct incentive of upto Rs. 15,000, paid in two parts.
First-time EPF-registered employee
Any employee
- with date of joining in an establishment between 01.08.2025 and 31.07.2027 (both dates inclusive) and;
- who was not a contributing member of Employees Provident Fund either with EPFO or Exempted Trust prior to 01.08.2025 and
- their Contribution is received in EPFO or exempted trust for the first time for the wage month August 2025 or thereafter
Monthly salary of upto Rs 1,00,000
- Inclusive of all emoluments received by the employee as per the terms of the employment contract
Must stay continuously employed for 6+ months
- You must complete 6 months of employment in the same establishment for first installment of the incentive
Benefits for Employees
- Incentive upto rs 15,000 - Incentive equivalent to one month's EPF wage.
- Two-Part Disbursement - 1st installment after 6 months of service, 2nd installment after 12 months of service.
- Savings for Future - 2nd installment of the benefit is deposited in a saving instrument to encourage savings habit.

- Wage-Based Monthly Incentive - Up to Rs 3,000 per additional Employee per month, based on wage slab, paid after completion of every 6/12/18/24 months.
- 2+2 Year Incentive Structure - Incentives for 2 years for all sectors, additional 2 years for manufacturing units.

Pradhan Mantri Vikasit Bharat Rojgar Yojana will be applicable to employees joining between August 15, 2025 and July 31, 2027, that is, you will be able to apply for Pradhan Mantri Vikasit Bharat Rojgar Yojana 2025 before the last date of July 31, 2027.
